Why surah taubah doesnt have bismillah
It is widely popular that the Basmala or as we know it as Bismillah does not appear before Surah Tawbah because of the surah being revealed when Allah was displeased.
However, the reality is not as is widely popular. Mufti Mahmood Hasan rahimahullah was asked about this and he replied as follows:. A: When Hadhrat Uthman radiallahu anhu was asked why there was no bismillah at the beginning of Surah Taubah in the manner that there is bismillah at the beginning of other surahs, he replied that there was some doubt as to this surah being a separate surah, because Nabi salallahu alayhi wasallam passed away without explicitly mentioning anything regarding it.
This is why Bismillah was not written at the beginning of Surah Taubah. However, since its subject matter is similar to that of Surah Anfaal, it was placed after it and a space for Bismillah has been kept because it is possible that this is a separate surah. Tirmizi, Vol 2, Pg. In Bukhaari Shareef it is mentioned that this surah was revealed to cancel the peace treaty.
Therefore, Bismillah was not written at the beginning of the surah since Bismillah signifies peace and mercy. Bismillah does not appear at the beginning of this surah, because it was revealed in connection to war. One reason is that the surah discusses the idolaters who showed aggression against the Muslims and continually violated their peace treaties.
Muslims were commanded to fight them in self-defense, so it is believed the bismillah is not written because mercy has been removed from these people.
This is the interpretation of some scholars but it not authentically attributed to the Prophet, peace and blessings be upon him, that he interpreted the surah this way. In my view, the strongest opinion based upon an authentic narration is that the bismillah is not written because when the companions were compiling the Quran, it was not clear to them if Surah At-Tawbah was its own separate surah or if it was a continuation of Surah Al-Anfal.
What is your reasoning with Surah Al-Anfal, which has less than a hundred verses, and Surah At-Tawbah, which has more than a hundred verses, yet you put them together without writing in the name of Allah, the Most Gracious, the Most Merciful between them and you placed them with the seven long surahs.

Its stories were similar to the stories mentioned in al-Anfaal, so it was thought that it was part of it. The Messenger of Allaah peace and blessings of Allaah be upon him was taken [i. The Prophet blessings and peace of Allah be upon him is the one who decided and said: Put the Basmalah, and he did not tell them to put the Basmalah between Soorat al-Anfaal and Soorat at-Tawbah, so they did not write it.
But it remains to be said: if he did not give instructions to this effect, why is there a separation between it and Soorat al-Anfaal? Why did they not make it one soorah? We say: Yes, they did not make it one soorah because they were uncertain as to whether it was the same soorah as al-Anfaal or they were two separate soorahs, so they said: Let us make a separation between the two soorahs and not write the Basmalah.
